How to import E1Pages to environments that are not in OMW migration path?

Hello -

We have several environments that are not in a promotion path with OMW.  Bascially production environments that are on different servers completely from our DV-.PY->PD pathcodes.

For object promotion we use Config Assistant to build a PAR and then apply it with Change Assistant.  But for E1 Pages, Im having difficulty getting them to be visible.

I went to Manage Pages and created the new E1Page in the environment, uploaded the zip file.  Granted Feature Security & view security have been granted, shared/published the page via P98220U.  The UDC H95|UO is set correctly.  But regardless no E1 pages show in this environment.
