Reporting sequence is not working in secondary ledger in R12.2.4

We have not set up Reporting Sequence in Primary ledger but only in the secondary ledger.  However, when we run period close, the report sequence doesn't work. I have checked the set up and they are as per the white paper.

Shouldn't this work if I set it up only for secondary ledger or am I missing something? Please can someone help.
