create a PDB in CDB oracle 12c

I'm in need of quick help how to create a PDB in Oracle 12c. I have a CDB running. Just deleted PDBORCL, dropped the oradata\pdborcl directory and now wanted to create just the same pdborcl again. I would like to do it on the command line. System is Windows 7.
