MRP doubling messages

MRP (R3483) is doubling the messages.  I have one forecast record each, for three discrete items, no inventory, and no other demand, open work orders, open sales orders, open purchase orders.  Based on the Addl System Info and Quantities setup in Item Branch, when I run MRP for that item, I am expecting a single message for a single work order to produce the quantity forecasted for each item.  MRP is producing two messages for each item, both for the forecasted amount and the same request date.  Has anyone seen this happen; and does anyone know the cause?
