Requisition Self Service RSS - Can we implement it without buying a license for inventory module 41?

Hello Community,

We are already live on the financial modules in E1 Release 9.2. We plan to buy the licenses for the Procurement Module 43 and the Requisition Self Service RSS Module 43E. Can we implement these modules without buying licenses for the Inventory Module System 41. In RSS, we could make all of our commodity codes for products and services line type J.

However, in the Commodity Code Structure setup, the Supplier Tab seems to require a branch plant. That branch plant could be ALL, but do we need inventory module 41 licenses to use ALL? Would we have to forego configuring suppliers for our commodity codes?
