Can we setup assign our customers AR Customer bill-to address without making any of them as primary?

Dear AR Guru,

1- Can we setup our customer addresses in AR without making any of their bill-to address as Primary Bill-To Address?

2- Can we remove the Primary Bill-To Flag from our Customer's bill-to address?

We would like to know If Oracle by design requires you to set one of the customer's bill-to address to be their primary bill-to address or not?
