Compatibility Rule to restrict quantity of products sold under the scope

When I try to configure a compatibility rule as 'Product A excludes Product A' with scope defined as 'ALL' under  the E&C engine is populating as Eligible = 'N' and Eligibility reason as (A excludes A (via rule A excludes A)) in the line item. This is the first time that product A is being sold under the account. With the scope ALL (PAC Search spec is correct as  [Owner Account Id] =  "9SIA-92UO1" AND [Status] <> "Inactive"  AND [Action Code] <> "Delete"), i was expecting the engine to take into consideration the whole scope and if the product is
