Unable to enter into "EDIT WEB LAYOUT"

Hi,

I am encountering problems when tried to edit the web layout of the Applets, Activity Detail Applet and Activity List Applet (SCW). The Siebel Tools 8.1 force closes whenever I try to edit the web layout. Below is the screen shot. Should I want to configure any settings before entering into "EDIT WEB LAYOUT"?

Is it related to Internet Explorer issues ? The installed version is IE 11.

I have also navigated to View -> Toolbars -> Configuration Context and have chose IE7.0, which is latest version in the Siebel Tools. Is it related to the problem that I am facing now as discussed above ?
