Cost Transfer among Different LE operating Units in oracle Projects(12.1.3)

Hi

We have a requirement in oracle projects , that we need to share costs across Legal Entity Operating Units, As of now We are not using Inter company functionality on Our Organization.

Our Requirement is only to share costs  from One LE Operating unit to another LE operating unit Projects.and no billing .Can you please help us on this.

Our instance versions are:

Oracle Applications : 12.1.3

RDBMS : 11.2.0.4.0
