Enrolling without the necessary co-requisite

We have a situation occurring that we haven't seen before.  Is this a bug or just something we haven't noticed previously?

Class A has a co-requisite of Class B.   Student puts both classes in his shopping cart and clicks enroll for both classes.  The student gets enrolled in Class A, but is waitlisted for Class B.   He is now enrolled in class A without the mandatory co-requisite.  When we look at PERC for Class A it shows that his status is Conditional and that the co-requisite is In Progress (even though he is only on the waitlist).

We have several instances of this. Why does the student get enrolled in Class A even though he is not enrolled Class B?   Is this the expected behavior?
