Options for transacting items between two inventory orgs

We have a scenario where Inventory Org A (OU A, LE A) needs to transfer inventory to Inventory Org B (OU B, LE .  Inv B needs to signal the request for inventory (i.e. min-max planner) from Inv A.  Is my only option to setup the item source (General Planning tab) to be "Inventory" and generate Internal Requisitions in OU B, which will generate Internal Sales Orders in OU A/Inv A?  I'd like to avoid IR/ISO's and use another method, if possible (i.e. Move Orders or Inter Org Transfers), but the transaction needs to be generated from some type of planning engine.
