Why is the auc_pdf creating duplicate Event Detail PDFs for invited bidder or supplier? 9.2.20

When bidding on an event as a bidder or supplier, if this bidder or supplier has been invited to the Event, the Event Detail PDF is duplicated in the header comments/attachments. Please see the screen shot below:
