Can not get to Admin or Enterprise Manager web pages

I have went through and started my Web Logic server and one component (UCM_server 1) as well.  When I type in the localhost:7001/em or localhost:7001\console I only get a clocking browser window.  What step did I miss to make sure I can access the EM or Console to continue on with configuration of Webcenter Content server 11g?
