apply lag much greater than transport lag

we have a dataguard environment where apply lag is far greater (up to 15 minutes) than transport lag.  this was set up by oracle.  i can't figure out why there is such a discrepancy in lag.  real time apply is enabled.  i don't have access to dgmgrl and have looked at all the dataguard related views/parameters i can think of.  can anyone think of a reason for this?

the group that set this up insists that apply_lag_target is set to 900.  i don't think this parameter is relevant with real time apply and have asked for it to be set back to default value of 0.  i'm not confident this is the source of the issue though.
