ORDS Replace mod_plsql Secure with OAM

I have an instance of ORDS installed for a legacy mod_plsql application and I need to secure it with our Access Manager.  All of the information on securing ORDS is specific to APEX but I am not using APEX.  My ORDS instance is a deployed application on the weblogic service of my forms server on port 9001.  How do I configure a webgate for this configuration?  I already have a webgate configured on the HTTP server for the forms and reports service.  I am using Forms and Reports 12c 12.1.1.1.0 and ORDS 3.0.6.176.08.46
