Customer screen in R12 - unexpected error when open Late Charges tab

WE had customer screen tested in the past fine and recently I started some testing and the following problem came up: when click on the Late Charges tab on the account site page - it show the unexpected error instead:

You have encountered an unexpected error. Please contact the System Administrator for assistance.

Any idea? Help is appreciated.

Note : the following patches were recently applied:

.1 Patch 16449374 - ALLOW ADJUSTMENT POSTING FLAG FAILING TO MIGRATE FOR AR TRANSACTION TYPE

2. Patch 21643531 - SEPA mandate
not defaulted in transactions form based on legal entity

3. Patch 23537813 - User is able
to save the postable invoice without GL_DATE in specific scenario.
