One replenishment driven from multiple Kanban flags

Has anyone had the requirement where a user would initiate 3 Kanban cards (say for 16 pcs each) and on the third card a replenishment signal would go out for a work order of 48? One area stores an item in bins of 16 and consumes them in that fashion. However they do not want to have a work order created until the 3rd flag and have that work order quantity be 48.
