Open UI changes

Hello,

   We made some .css changes in our IP2015 Siebel application and put it custom .css in the custom folder. We register .css in Admini Application --> Menifest Admin.

   We clear the cache and history of the firefox browser but changes are not reflecting in the application. This issues occures when we put the changes in the custom folder.

   Also, we observed that 2 .css loaded in the application Vanilla and Custom and vanilla is given the preference so our changes are not getting reflected.

   Note: If we make the changes in vanilla .css file then changes reflects in the application.
