A Travel Authorization for zero dollars

Is there a way to create a Travel Authorization for zero dollars?   We have some users who just want to use the TA as a way to document and route for trip approval.    For example, we require pre-approval for all international locations regardless of how the trip is funded.  So if a third party is funding the trip there's nothing to be encumbered or reimbursed.
