How to configure the frequency in Workflow Transaction Configuration against an event?

In PeopleSoft using the following navigation: Main Menu > Enterprise Components > Approvals > Approvals > Transaction Configuration

We want to set a frequency of 24 Hours against the notification for the event Route for Approval in the Process ID Purchase Order transaction configuration with the desired outcome that email are delayed 24 hours before they are send.

I have set the frequency against this event to 24 but when I create a purchase order and submit it for approval when saving the PO the email is send straight way to the approver.

PeopleBooks does not have any information on this particular function so I only assume that the value specified under the frequency tab in the notification grid for this event will delay the email for the value entered.
