Unacceptable tax balance for YTD FIT reduced Subject Withholdable>0

After running the Unacceptable Tax Balance report I have an employee with YTD FIT reduced Subject Withholdable>0.  This is caused by the employee having greater pre-tax deductions than subject to amount.  This is causing a negative Withholdable.

Has anyone encountered this and how would you fix?
