Tier price - Re-price

Hi,

I have a scenario, order places for 1100 EA and tier price breakup is till 1000 ($10) after 1001($7). when shipping team ship the order and noted only they have 900 EA available and canceled the remaining 200 EA.While submitting the order the price we confirmed to customer is $7, after we shipped only 900EA instead of 1100 EA. Now reprice program runs and changed the price to $10. In this scenario , why this reprice changed to $10 instead of $7? Is there a way to make $7 as per standard JDE?
