"No more Internet handles can be allocated" - SBL-EAI-04116

We publish tens of thousands of updates from OCH (formerly known as UCM) and we're consistently encountering an EAI error when we hit about 60,000 records published:

(httptransport.cpp (1207)) SBL-EAI-04116: HTTP Internet Exception during 'Connection initiation': 'No more Internet handles can be allocated', code: '12001'

(stepexec.cpp (1572)) SBL-BPR-00162: Error invoking service 'SyncPersonUCMJMSProducerService', method 'SyncPerson' at step 'Publish Subscribe'.

Object manager error: ([0] Error invoking service 'SyncPersonUCMJMSProducerService', method 'SyncPerson' at step 'Publish Subscribe'.(SBL-BPR-00162)

At this point, all outbound workflow processes fail and we stop publishing records. If we forcibly kill the Workflow Process Manager and restart it, messages start being published again.
