Upgrading oms 12.1.3 to 12.1.5

running oms 12.1.3, looking to upgrade to 12.1.5, docs say we need to use the auto update feature of the Installer to apply the latest patches as part of EM Upgrade process

However, this option is not a choice when running the installer, we are on windows server 2008 R2

Also tried the following which also failed:  setup.exe EM_STAGE_DIR=D:\Temp\OmsUpg INVENTORY_LOCATION=C:\Progra~1\Oracle\Invent~1\ START_OMS=false b_startAgent=false
