how to process a speical enrollment to reflect rate changes in short time line

there is a request to open special open enrollment soon after complete the open enrollment due to the rate change. The special enrollment need to be done in very short time span.

Are there any efficient way to reflect rate changes rather than go through the entire open enrollment again?
