3-way Voucher Match - P4314

Hi,

Issue:

Goods not received (GRN) but system allows voucher match to make payment via Form Exit-> Order To Match option in P4314.

Desire system control measure:

Prevent 3-way voucher match if GRN not done using Order to Match Option in P4314.

Please share your thoughts how to achieve this control measure.
