Making Items Non-Reservable within an ORG

I have been tasked with making an item non reservable within an ORG without having to perform subinventory transfers.

The 3 seeded ways I know how to do this are:

1)  Change the locator status to non-reservable where the item resides

2)  Change the item status to a non-reservable status at the item master

3)  Lock the item out using Lot Numbers (this option is out because we do not use lot numbers).

Are there any ways within Oracle seeded functionality to do this when the item might reside in multiple locators and in those locators, different items reside?   My business users do not want to perform any inventory transfers and would like a system way to change the status of the items to non-reservable.
