DISA licensing

I have made a request to my service desk to install the Desktop Integration Siebel Agent on all of our company workstations. The service desk has asked me about the licensing for the Agent. Since I could not find any specific information via a web search, I thought I'd ask here. I assume the licensing for DISA is either covered under your Siebel license, or some kind of open license, but I wanted to be able to tell them the details. Can anyone help?
