IE crashes when user tries to open a blank PDF

We are 12.2.4 and use IE 11 to login to Oracle. When ever any concurrent program generates a pdf that is 0 bytes , IE crashes and the user needs to relogin Is there any setting in IE or Adobe that can cause this issue Thanks
