Looking for Developer 6i DSTv24 patch

As per the note 458452.1 its stating that  Developer 6i Patch: For DST 21 and higher the Developer 6i patch is no longer made available proactively. If you have a requirement for this DST release (for example you are running your Db using an affected timezone) request it through support with an appropriate business case and platform requirement.

Does anyone in the community knows that how to request it.
