How to display mouse over text for Picklist field vales.

We have a requirment. When ever user click on Type or Area or Sub Area field drop down list (LOV). it display all list of values associated to them when user mouseover to one value to other value need to display tooltip. Please suggest the solution how can we achieve in siebel.
