Changing EBS login page post 12.2.3+

So, my TEST environemt has ATG_PF.C 5, AD/TXK 8, FMW 11.1.1.9 and RDBMS 12c.

One of them chage the EBS login page format dramatically, i'm not sure which one. But i cannot seem to change the "ORACLE" logo at the EBS login page no matter what i tried,

1,System-Profile under System Administrator

2, there is an .xml file(can't remember exactly which one), but that xml file has a hardcoded variable to "Oracle logos".gif. I change that also, but no luck.

Is anyone running into that issue?
