How to prevent Journal entry from GL responsibility

Dear Colleagues,

my aim is to prevent en user (who has GL responsibility attached) from manual journal entry, and i will keep him to only see and post journals coming from subsidiary ledgers

the idea is to entrer any transactions from only subsidiary ledgers

E-Business Suite: R12.1.3

database: 11.2.0.4

OS: windows 2008 server
