How do you get something to show up in the Translation Tools P7900?

I've read through the Translation Tools Guide (Document:704208.1) and it makes it sound like once you run P7900 you should see something. But, when I run P7900 it opens and I see the Translation Tools folder on the View tab, but when I open the folder nothing shows up. The guide doesn't mention any setup programs, so I wonder what it is that I'm missing?

I had only worked on XE until a couple years ago. I'm now working on E910, Tools 9.1.2.4 and we need to roll out a new language. I know how to do all of the translations using the standard development tools, but saw this and the documentation makes it sound like a better more centralized way of managing all of your translations. But, I can't figure out how to make it do anything.
