Manual Charge Modifier SO Line>Actions-->Charges no values are shows in List of values

Hi All,

I created Manual Charge Modifier but when i go to sales Order Line>Actions>Charges>LOV it not display manual charge modifier name.

Currency:  EUR

Modifier Level: Line
Modifier Type : Freight/Special Charge
Pricing Phase : Line Charges - Manual
Charge Name : Transportation
Application Method : Lumpsum
Value : 0

Checked all Profile Options, Discount Privilege,Currency, Tested in 2-3 test vision instance but issue still  remain same.
