Error When Submitting Charges From 'Charges and Service Logistics' HTML form

HI Team,

Need your help to confirm the below solution against the doc id 1946752.1. While submitting the charges via above mentioned HTML form I am getting an error:

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-01407: cannot update ("CS"."CS_COST_DETAILS"."LAST_UPDATED_BY") to NULL

ORA-06512: at "APPS.CS_COST_DETAILS_PKG", line 273

ORA-06512: at line 1

Let me know should we need to apply the patch mention under the doc id to fix this error?

To implement the solution, please execute the following steps:

1. Download and review the readme and pre-requisites for patch 19902203:R12.CS.C
