Usage of RPAS utility loadmeasure

My RPAS version is 13.2.2.37

Question 1: when "Load Intersection" defined in Config Tool is "mnth_styl_sppt", but in the <file_name>.csv.ovr, I write the intersection in order "mnth,sppt,styl, .....". It still works, RPAS can load the data correctly. How it works? Is it possible that there are common names in both hierarchies(eg. hier_1 has pos_1, pos_2 and hier_2 has pos_1, pos_2 too), and if so will it be confused?

Question 2: when I have a measure defined in Config Tool - Data Interface, I can't load it by <measure_name>.csv.ovr. Instead, I have to put it in the file conforming to Data Interface file name. Why RPAS has this rule? Is it reasonable?
