New Pop Select Run Control Page Woes

I've been given the task of creating a new Pop Select process. Based on some material left by a consultant a few years ago, I have been able to apply the needed code and set up the context definition.

My first problem is that the run control page doesn't seem to seem to build properly. For one, the selection tool options are empty and two, I was only expecting to see the selection tool and query name fields. See attached for snapshots of the run control and the context definition. Using a trace, I do see in app pkg SCC_POP_SELECT.PIAComponents.PopSelectController.SetDropDownList() that both tools desired are being added.
