How to use alerte manager to send notification when user perform a RTS (Return to supplier)

Hello Expert !!!;

I am not familiar with Alert Manager, can someone guide me of how can I create alert using Alert manager, that sent e-mail notification for me one a user perform a Return to supplier in receiving form?
