Approval Level Revisions / Delegation F43008 history

Hello all,

We are upgrading to 9.1 service pak 2 Apps and 9.2.1.3 Tools Release and testing Approval levels.  Noticed there is still no history on the table as to who is updating F43008

Has anyone developed a way to track changes to F43008 Approval Levels when someone has modified them?  We have tried to narrow down security, but still multiple people handle.

Is there a way for changes to be reviewed/approved prior to F43008 update?

If not, we are thinking of building  custom UBEs that tracks history (snapshot of before/after) for approval level revisions or delegation.  They would still update F43008 but also a history table that will define who is making changes.
