How to add requests to applications

I have below situation:

Please advise how to add concurrents to application, not through the request group, but through the application?

I must create about 15 responsibilities. All responsibilities should have 15 same reports (concurrents). It's borrow to add 15 same reports to different responsibilities.

I want create new application. Add to application 15 reports. Then add that application into request group.
