AWR Hint on Slow Performance

HI, I am quite new to Performance tuning era, need your inputs . I have 11.2.0.4 database running on windows 2008R2. It responds well after restart for 15 -20 days and starts causing Performance issue beyond that . during peak time while it was responding slow i got AWR report and could see waits in top events for db file sequential read . does it point to slow I /O issue ? or some thing else as it also showing library cache lock

every time performance resumes back after database restart.

Let me know if below AWR section point out any specific area?
