Saving Grids 9.2

We upgraded to 9.2 Tools release 9.2.3 - all the users that were migrated from 9.0 to 9.2 are able to save grids.  New users that are added cannot save grids they get an error that they cannot create a default OMW Project.  Why? and what needs to happen to correct this.  A second question, with the grids, what tables are used when creating a new grid?
