Update Standard Operation Resources at Assembly (Routing) level

I am looking for a way to set up Standard Operations with assigned Resources, and then be able to update the Resource usage at routing level when I use the Standard Operation on an assembly routing. The business requirement is that standard operations must come with standard resources, but the usage should vary based on the assembly being made.

My client is looking to move to EBS from a legacy system, where this functionality exists today.  Is this possible in EBS?
