FSA Calculating for 51 instead of 52 pay periods

I have an client that is using Oracle EBS OSB (Oracle Standard Benefits). Their FSA is calculating based on 51 weeks instead of 52 for calendar year 2017. The first pay periods for 2017 ends either on 31-DEC-2016 or 01-JAN-2017. However, the check dates are all in 2017. I have changed the Rate Start Date code to "First of Pay Period Preceding First Check On/After Event" and the Rate End Date code to "1 Prior or Pay Period End Of Last Check Date Prior Event". It is normally recommended to add this at Total Compensation > Programs and Plans >
