SLA error prc:distribute labor cost

Hi there!

In Grant Accounting module on Expenditure>Actuals Recalculated Labor Cost Raw thru Tools>Recalculate Labor Raw1.

Ran PRC: Distribute Labor Cost and got SLA Error=> Create Accounting 95937 "There are either non-accountable events existing in the system" . In a non-prod instance applied Patch 22119186 to remedy the issue, however it did not work.

Any ideas on how to get it work?
