When can Labor Period be Closed?

How far into the Pay Cycle does a Labor Period need to remain open?  We would like to close the period for each Payroll Company as early in the process as possible to lock down access to ESS Time Entry and/or Speed Time Entry for EEs/Supervisors, but still allow the HR and Accounting teams to proceed with pay cycle/time and labor journal entry processing for this labor period.
