How to modify functional security for requisition summary?

We are using EBS version 12.2.4

Currently only buyers or the owner are able to view purchase requisition, Other person are not able to view. How can we modify this form function security so that the person in finance group with a particular responsibility will also be able to view this? I went to the setup menu in purchasing super user, but couldn't find anywhere I can modify this. Please advise. Thank you.
