How to restrict the Org Assignment in Master Item Form?

Dear All Experts,

We have a requirement that we have given access of some Organization to some responsibility, but when user is creating any item then it can be assigned to complete list of items. Why we can not restrict the user to assign Items to their respective orgs??

Please help.
