Email Notification on change of Date

Hi, I need to send an email notification when the Particular date is reached for example If on Field1: 01/30/2016, i would be sending an email notification on 01/31/2016, but if user changes the date to 3/30/2016, in that case the first email should not go and new email should be sent on 3/31/2016

Request if someone can assist me on the same.
